That's what the cotton rope raggers are for though (unless you're going to play interactively with the dog using it)! If they don't tear them apart, they don't get the full tooth cleaning benefits - the cotton acts like floss, so as long as he isn't swallowing the cotton, it's not a terrible thing.
There's one distributed all over my living room floor at the moment...it has lasted since Christmas though, so I'm good with that. ;)
